The government, led by Narendra Modi, is gearing up for a busy Monsoon Session of Parliament, with reports indicating that it may introduce or pass key bills to amend the Constitution. The session is expected to begin later this month, and some of the government’s most significant legislative proposals may be discussed.
 
Constitution amendments need to be passed by a special majority in both the Lok Sabha and the Rajya Sabha. Hence, the strength of the government in Parliament is an important factor. The NDA has improved its numbers over the last few months, but it will still need support from other parties or good voting patterns to get any amendment through.
 
Focus on governance and electoral reforms.
 
Among the proposals expected to be presented is a constitutional amendment on holders of public office facing serious criminal charges. The proposed legislation aims to introduce greater accountability by requiring the prime minister, Chief Ministers and Ministers to resign if they are in judicial custody for a certain period in cases involving serious offences.
Concerns raised by the opposition
 
The prospect of constitutional amendments has sparked a political debate with opposition parties questioning the government’s motives. Several leaders have said the ruling alliance is seeking to increase its numbers in Parliament to help push through major constitutional changes.
 
The Congress and other opposition parties have also expressed concerns that any amendment affecting the Constitution should be discussed in detail and should have a broad political consensus. They have urged the government to ensure transparency before introducing any major proposal.
 
But the BJP has dismissed claims that it plans to make changes to constitutional safeguards or the reservation system. Any amendment moved in Parliament will be related to governance reforms and will go through the constitutional process, party leaders said.
