The Price of Frozen Fuel Prices

State-run refiner Bharat Petroleum Corporation Ltd (BPCL) fell into the red, reporting a net loss of ₹3,962 crore for the quarter ended June. That was a sharp turnaround for the company, driven heavily by a severe squeeze on marketing margins. Revenues grew over 23% year-on-year to about ₹1.61 lakh crore but the jump in input costs completely erased operational gains. The financial strain was triggered by a dramatic surge in global crude prices stemming from increasing geopolitical tensions and conflicts in West Asia that severely impacted crucial energy trade routes.

Margin Squeeze and Retailing at a Loss


The steep quarterly deficit arose from state-owned fuel retailers keeping retail prices of petrol, diesel and liquefied petroleum gas (LPG) frozen for a long time. In spite of the increase in global crude prices triggered by regional escalations, domestic prices were kept artificially stable to protect consumers. Thereafter, there were small retail hikes and a small hike on LPG cylinders but they were far inadequate to offset the sky-rocketing cost of acquisition leading to large under-recoveries especially in the cooking gas segment.

Operational Resilience in a World of Ongoing Volatility

"Despite the heavy marketing losses, BPCL's core operational infrastructure was largely resilient in the turbulent period. Refinery throughput remained flat at 10.15 MMT and domestic sales were robust at 13.62 MMT.
